The new Dubai Police unit will monitor riders, enforce rules, and target unsafe behaviour across cycling and e-scooter routes
Cycling and e-scooters offer a quick way to get around Dubai, but in a move to enhance safety, Dubai’s Roads and Transport Authority (RTA) and Dubai Police have launched the Personal Mobility Monitoring Unit to enforce traffic rules.
The announcement was made by the RTA on its official X account.

According to the authority, the unit will begin operations on May 1, 2026 across all cycling tracks, main roads and soft mobility zones in Dubai.
It will monitor unsafe behaviour and enforce violations related to the use of bicycles and electric scooters, including riding on designated tracks, wearing helmets and protective gear, observing speed limits, and avoiding reckless riding. Tandem riding on electric scooters will also be prohibited.

Anyone found in violation of these rules will be issued fines, with non-compliant mobility devices subject to impoundment in coordination with Emirates Auction LLC.

The unit will operate across Dubai and cover cycles, electric scooters, bicycles and electric bicycles. Key focus areas include Jumeirah Beach Track, Mohammed bin Rashid Boulevard, Dubai Water Canal, Business Bay and Dubai Marina, as well as Al Mankhool, Al Karama, Al Hamriya, Al Raffa and Al Muraqqabat.
Hussain Al Banna, CEO of Traffic and Roads Agency at RTA, said the launch of the joint unit reaffirms RTA’s commitment to promoting traffic safety awareness among users of personal mobility means and encouraging compliance with traffic regulations.

He added that the initiative is supported by a network of dedicated, safe tracks for riders, clear signage outlining riding rules, and ongoing monitoring of unsafe behaviour to ensure public safety and strengthen Dubai’s position as a leader in smart and safe mobility systems.

Major General Saif Muhair Al Mazrouei, Assistant Commander-in-Chief for Operations Affairs at Dubai Police, said the launch reflects ongoing cooperation between Dubai Police and the RTA to enhance traffic safety, particularly for users of personal mobility means.
He added that it will help curb unsafe behaviour, strengthen traffic discipline, and reinforce compliance with traffic laws and regulations among riders.
Al Mazrouei also highlighted the importance of the strategic partnership in delivering leading services and applying international best practices, with the aim of enhancing public happiness and strengthening safety and security across Dubai.
RTA has urged users of soft mobility means to familiarise themselves with riding requirements, obligations and the full list of violations available on its website.
