The UAE is set to become the first government in the world to deploy Agentic AI at scale across its public sector, following a major announcement by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE and Ruler of Dubai, during a UAE Cabinet meeting. The transformation will roll out over the next two years, with the aim of embedding autonomous AI systems across half of all government services and operations.
Speaking at the meeting, Sheikh Mohammed said the initiative comes under the directives of UAE President, His Highness Sheikh Mohamed bin Zayed Al Nahyan and represents a new national framework for government operations.

Sheikh Mohammed said, “We announce today a new UAE government framework aiming to transform 50% of UAE Government sectors and services within two years to agentic AI for autonomous execution and decision-making.” He also added that the UAE government will be the first in the world to largely deploy Agentic AI models across its government sectors and operations.
He noted that AI systems will go far beyond traditional automation, acting as active partners in government work. He stated, “AI models can monitor changes, provide analyses, offer recommendations, manage operations, and run an independent series of actions without human intervention” and that “AI will be our government executive partner to support decisions, enhance services, boost operational efficiency, and evaluate results in real time.”

The transformation will be implemented within a strict two-year timeline, during which government entities, ministers, and directors general will be assessed on how effectively they adopt AI systems, implement new standards, and adapt to evolving technological demands.

Sheikh Mohammed also confirmed that government employees will be supported through extensive training programmes to build advanced AI capabilities, describing the initiative as “the largest transformative government project in the next two years.”
He emphasised that while technology is rapidly evolving, people remain at the centre of the vision.
“The world is changing. Technology is advancing and accelerating. But one principle remains unchanged: people come first,” he said. “Our goal is to create the best environment to unlock their potential, improve their lives, and build a government that is faster, more responsive, and more impactful.”
The announcement marks a shift beyond digital transformation towards fully autonomous, AI-driven government systems. Under the plan, AI will be integrated into policymaking, operations, and service delivery, with smart systems expected to act proactively, reduce operational costs, and improve efficiency across departments.
The rollout will take place in phases across ministries and federal entities, supported by continuous performance tracking and impact assessments. This approach is designed to ensure consistent results while scaling implementation across the federal government. A strong focus will also be placed on developing national expertise, with employees trained to work alongside and manage generative AI tools.
The move builds on more than two decades of digital transformation in the UAE, including milestones such as the launch of the UAE Artificial Intelligence Strategy 2031 and the appointment of the world’s first Minister of State for Artificial Intelligence in 2017. Together, these initiatives have positioned the country as a global leader in government innovation and emerging technologies.
